I’ll say it plainly: if you’re buying test and measurement gear—water meters, multimeters, thermal cameras—based on the lowest price, you’re probably losing money. That sounds like something a sales rep would say, I know. But I’m a procurement manager, not a salesperson. I’ve managed a six-figure instrument budget for a mid-sized utility contractor for the better part of a decade. And I’ve learned this the hard way, by tracking every single invoice and repair order.
From the outside, it looks like buying the cheapest option is just smart business. The reality is that the lowest sticker price is often hiding a much bigger cost somewhere else.
Argument 1: The “Cheapest” Meter Cost Us $1,200 in Downtime
Back in 2022, we needed a half-dozen clamp meters for a new field crew. One vendor quoted us a Fluke 323 for $129 each. Another offered a no-name brand for $47. I’ll be honest—I almost approved the $47 option. The specs on paper looked similar. The team lead pushed back, but I was focused on staying under a quarterly budget cap (I really should’ve checked the total cost).
We bought the cheap ones. Within three months, two units had failed. One gave erratic readings on a critical motor test—we had to redo the entire troubleshooting sequence. The other just stopped turning on. The re-testing, the paperwork, the rush order for a replacement (note to self: never cheap out on field tools) added up to about $1,200 in lost labor and express shipping. The question everyone asks is “what’s your best price?” The question they should ask is “what’s included in that price, and what happens when it fails?”

Let’s talk about something more specific: a Sensus iPERL water meter. On a recent municipal project, we had to pick meters for a new residential development. The iPERL was priced about 20% higher than a competing model from another brand. I ran the numbers.
I compared costs across three vendors. Vendor A quoted the Sensus iPERL at a higher up-front cost. Vendor B offered a lower-priced model. I almost went with Vendor B until I calculated the total cost of ownership:

Thermal cameras are another classic example. A junior engineer asked me, “What is a FLIR thermal camera, and why can’t we just buy that $200 model from an online marketplace?” I get why he asked.
From the outside, a $200 thermal camera looks like it does the same job as a $2,000 FLIR unit: it shows heat. The reality is that they’re completely different tools. The cheap units have low resolution (think 60×60 pixels), poor temperature stability, and no software integration. That means you can’t make accurate, reportable measurements. For a maintenance audit, that’s useless—you’re just guessing at the temperature of a circuit panel.
I’ve seen a team spend a full day inspecting switchgear with a low-res camera. They flagged a few “hot spots” that turned out to be just reflections of sunlight. The real issue—a failing breaker—was missed because the image was too blurry. That missed diagnosis led to an emergency shutdown a month later. The unplanned downtime cost us $3,400 in lost productivity and service calls.
I’m not saying you always need a $2,000 camera. But the decision shouldn’t be based on the price tag alone.
What About When You’re on a Tight Budget?
I know someone out there is thinking: “That’s easy for you to say when you have a big budget. My boss said we can’t spend more than $X.” I’ve been there. In 2023, I had to equip an entire new division with handheld instruments for under $15,000. It’s tough.
But here’s what I learned from that year: you can’t afford to buy the cheapest option, but you also can’t afford to wait for the perfect one. The trick is to prioritize. Buy the FLIR camera (or a quality clamp meter from Fluke or a solid Sensus water meter) for the critical tasks. For non-critical tasks—like a basic visual inspection tool—a generic caliper or a cheap multimeter might be okay.
We didn’t have a formal priority list for procurement before that (cost us when we impulse-bought a batch of sub-$10 multimeters that all failed calibration). The third time we ordered the wrong tool for the job, I finally created a “critical vs. non-critical” equipment matrix. Should’ve done it after the first failure.

If there’s one thing I’ve learned from auditing years of procurement data, it’s this: the cheapest instrument is almost always the most expensive option when you factor in downtime, rework, and replacement. That’s true for a Sensus water meter, a Fluke 323 clamp meter, or a FLIR thermal camera.
I’m not saying buy the most expensive thing on the shelf. I’m saying be real about what the total cost is going to be. That’s what a cost controller does.
